NEW DELHI: The much-awaited economic details of the Bihar caste survey are finally out. Tabling the survey in the state assembly, the government said 34.1% of state’s households are poor, earning less than Rs 6,000 a month. The survey has also revealed that over 50 lakh Biharis live outside the state for livelihood or education.
The report, tabled by parliamentary affairs minister Vijay Kumar Chaudhary, also acknowledged considerable poverty among the upper castes, though the percentage was, predictably, much higher among backward classes, Dalits and tribals.The rate of poverty among the upper castes stood at over 25 per cent.
As per the report, the state was home to about 2.97 crore families, out of which more than 94 lakhs (34.13 per cent) were poor. Those earning a living in other states numbered around 46 lakhs while another 2.17 lakhs have found greener pastures abroad. Those pursuing studies in other states numbered about 5.52 lakhs while about 27,000 were doing the same abroad.
Kayasthas most well-off among upper castes Hindus
The Bihar government has categorised seven castes in the state as upper caste including four from Hindu community and three from Muslim community. The Hindu, Brahmin, Bhumihar, Rajput and Kayastha have been put under upper caste category.
The most well-off Hindu upper caste were the numerically miniscule Kayasthas, the caste survey has revealed. Only 13.83 per cent of families from the largely urbanised community were poor. The report states that there are 52,490 Kayasthas of which 6.68 per cent have government jobs
The poverty ratio was surprisingly high for the Bhumihars (27.58), believed to be the biggest land-owning caste of Bihar, who also dominated the state’s politics until the Mandal wave of the 1990s threw up a new power structure. Bhumihars are at the second position as far as government jobs are concerned. At least 4.99 per cent of them have government jobs, which is nearly about 2 lakh people.
The population of Rajputs is also about 2 lakh and nearly 3.81 per cent of them have the government jobs.
Muslim upper castes
The Muslim upper castes include the Shiekhs, Pathans and the Sayyads. Among Muslim upper castes, 39595 people of Sheikh caste have government jobs which is 0.79 per cent of their actual population.
As far as Pathans are concerned, 10517 people have the government jobs which is 1.07 per cent of the total population. Meanwhile, at least 7231 people from the Sayyad caste have government jobs which is 2.42 per cent of their total population.
Preliminary findings were released on Oct 2
The preliminary findings of the caste survey, which was ordered by Nitish Kumar government, were released on October 2. The preliminary findings had established that OBCs and Extremely Backward Classes (EBCs) constituted more than 60 per cent of the state’s total population, while the upper castes accounted for about 10 per cent. The opposition parties have demanded a country-wide caste census and have made it an election issue.
